Surveillance video released after woman gunned down outside Miami-Dade library

MIAMI GARDENS, Fla. – Surveillance video was released Tuesday by the Miami-Dade State Attorney’s Office after a woman was gunned down right outside a library in Miami-Dade County.

The deadly shooting happened in October 2023 in the parking lot of the North Dade Regional Library, located at 2455 NW 183rd St. in Miami Gardens.

In the newly obtained video, the victim can be seen coming out the library and walking toward the parking lot.

Police said the victim begged for her life, only for the suspect to shoot her multiple times.

The victim collapsed on the ground after being shot. Police said the suspect shot her one more time in the head before walking away.

The victim was pronounced dead at the scene a short time later by Miami-Dade Fire Rescue personnel.

Detectives had to set up a perimeter as people inside the library, including children, were forced to stay inside.

The woman accused of first-degree murder has been identified as 64-year-old Joyce Small.

Miami Gardens police took Small into custody and recovered her alleged weapon at the scene.

According to police, Small told investigators she knew the victim, who was homeless, and had helped her in the past, but she had grown suspicious about her getting involved with her married boyfriend.
